New Delhi and Berlin have spent two years writing students and skilled workers into a migration and mobility partnership. DAAD funding, IIT–TU9 laboratories, and a political preference for Indian STEM are the practical outputs. This is one of the few bilateral deals that actually shows up in a counselling session as more than a photocopied memorandum.

What it does not do: skip APS, skip the blocked account, or create a private lane at VFS. A TUM offer still needs the same documents as last year. The partnership changes the weather — more seats, more research money, a friendlier labour story. It does not change the form.

What this means: if the student will learn German, Germany is one of the strongest rupee-for-rank trades in the QS top 1000. If they will not, the partnership will not speak German for them.
