2026 issuance target is 408,000 study permits (155,000 new arrivals, 253,000 extensions). PAL/TAL-required application ceiling: 309,670. From 1 January 2026, master’s and PhD students at public DLIs are exempt from PAL and sit outside that cap. Undergraduates in Ontario and BC remain the tightest files.

Ministerial Direction 115 (from 14 Nov 2025) replaced MD111 and processes offshore 500 visas against the 2026 National Planning Level. It is a priority order, not a hard cap. Evidence Level of the provider plus GS answers decide speed. Generic AI statements are a refusal magnet.
